Arrests made in Target incident


This information is provided as a follow up to the earlier video conference concerning arrests related to the events that took place at the Target Store in Normal on June 1, 2020.

The following individuals were arrested by the Normal Police Department that morning. Jessica A. Mills, 28-year-old female from Bloomington (Bond set at $50,000 10%) Travis R. Blake, 22-year-old male, homeless (Bond set at $200,000 10%) Ian C. Price, 19-year-old male, homeless (Bond set at $40,000 10%) Angel R. Hicks, 26-year-old female, homeless (Bond set at $40,000 10%) All of these individuals were charged with the following offenses: Burglary, 720 ILCS 5/19-1(a) Class 2 Felony Looting by Individual, 720 ILCS 5/25-4 (a) Class 4 Felony Mob Action, 720 ILCS 5/25-1 (a)(2) Class C Misdemeanor

Matthew S. Gilliam, 24-year-old male from LeRoy, was located and arrested on June 2, 2020 by members of the Normal Police Department for his active participation in the incident at Target. Gilliam is being held at the McLean County Jail in lieu of bond on the following initial charges, Burglary, Looting, Mob action and Aggravated Battery to a Police Officer.

The Normal Police Department continues the investigation into this incident and others surrounding Sunday nights civil unrest. We have identified several individuals who were participants in the criminal acts that occurred that night and over the coming days will be sharing additional information and seeking assistance from the public with others.
